Bangladesh Safety Agreement
Overview
The Bangladesh Safety Agreement (BSA) is a legally binding agreement between 240+ global brands and trade unions, UNI and IndustriALL, to ensure worker health and safety in Bangladesh’s textile and garment industry.
The BSA strengthens worker health and safety by:
- Implementing fire, electrical, structural, and boiler safety improvements in factories so no worker fears fires, building collapses or other accidents that can be prevented with reasonable health and safety measures.
- Informing workers about their rights and responsibilities, common safety risks, and evacuation procedures.
- Providing an accessible Complaints Mechanism for health and safety concerns.
The Bangladesh Safety Agreement is a country program under the International Accord framework agreement and is implemented by the RMG Sustainability Council (RSC) in Bangladesh.

The International Accord is pleased to announce that, from mid-November 2025, the Worker Complaints Mechanism in Bangladesh will be expanded to cover issues beyond Occupational Safety and Health (OSH).
Safe exits, unlocked gates, functioning alarms, effective fire separation, and strong emergency preparedness are essential for the health and safety of every worker, within and beyond the garment industry.
